He just negotiates by saying what he wants, and trying to hurt the other side until he gets it.  If he has to, he agrees and then doesn't follow through on his part of the deal.  He does not think there will be any consequences to him, because he's always gotten what he wants.

He stiffs contractors, he pulled back funding that was agreed to in the BBB, he changes his mind on a whim.
